FIA Formula 1 technical delegate Manuel Leal reported that Red Bull “performed operations not permitted by Article B5.14.4.a” while the race was suspended. That article specifies the limited range of tasks mechanics are allowed to perform during a red flag period.

Leal added that when officials questioned the team about the work being performed, the mechanics stopped and returned the car to its prior condition without replacing any parts.

Hadjar crossed the line fourth on the road but was promoted to third following a penalty to Pierre Gasly. If the stewards impose a penalty on the Red Bull entry, Oscar Piastri, who finished fifth on track, could be elevated to the final podium position after any retrospective penalties are applied.

Permitted actions during a red flag

Under the regulations, cars may be worked on once they have stopped in the Fast Lane, but only the specific operations listed below are allowed. All permitted tasks must be completed without preventing the timely resumption of the Timed Trial and Car Stop (TTCS):
i. Starting the engine and any directly associated preparation.
ii. The addition of compressed gases (Article C4.5).
iii. The fitting or removal of permitted cooling and heating devices.
iv. Changes to the air ducts around the front and rear brakes.
v. Changes to the radiator ducts.
vi. Changes made for driver comfort.
vii. Changing wheels and tyres.
viii. Repair of genuine accident damage, as specified in Appendix B2 Section 7 Article B3.5.3g, including replacement of assemblies containing such damaged parts.
ix. In accordance with Article C3.10.10, adjustment of the position, not controlled by the FIA Standard ECU, of the Front Wing Profiles. No parts may be added, removed or replaced.
x. If a Heat Hazard has been declared in accordance with B1.5.10, the cooling medium used in the Driver Cooling System, as defined in Article C14.6, may be replenished or replaced.
